The heating and air conditioning system at City Hall is fluky, to say the least. The building is just over 13 years old but the interior spaces have been reconfigured umpteen times to accommodate changes in personnel and upgraded computer equipment and the original ductwork for the HVAC can’t keep up. Consequently, the building has become the most energy-inefficient of our inventory. Pitiful, but true.
